Nogales Mariposa POE Environmental Assessment

AZTEC was contracted by GSA to prepare an environmental assessment (EA) for the Nogales Mariposa Port of Entry (POE) in accordance with the National Environmental Policy Act (NEPA). Located at the US/Mexico border between the City of Nogales, Arizona and the City of Nogales, Sonora, Mexico, approximately 65 miles south of Tucson, Arizona, the POE is an integral part of the international trade infrastructure between the US, Mexico, and Canada and the CANAMEX corridor. An EA was necessary to evaluate traffic capacity at the POE and consider future growth strategies as it relates to renovating and/or reconstructing facilities at the existing POE. For the EA, AZTEC also was responsible for environmental technical studies for air quality, biological/wildlife resources, cultural resources, compliance with the Clean Water Act, Sole Source Aquifer protection, and floodplains. The EA included analyses of secondary and cumulative impacts resulting from the preferred alternative.

With a Finding of No Significant Impact (FONSI) received, the successful completion of this EA shows AZTEC’s ability to handle complex environmental planning tasks for large-scale facilities that involve unique circumstances when compared to typical roadway projects. AZTEC is capable of providing NEPA documentation for a variety of projects that include maintenance actions, expansion or reconstruction of existing facilities, and new facilities in previously undisturbed corridors.
